Finally getting a chance to answer some email in my inbox after recovering 
from a complete computer crash. Thank God for backups. Now have a new HP 
Pavillon Laptop and I just love it. Now back to the message at hand.

281.400 is the Pax River RCAG (Sector 11). This is a Low Altitude Discrete: 
Approach/Departure services for various small airports via this RCAG 
(specifically Pax River). You will see a complete listing of Washington 
ARTCC and New York ARTCC VHF/UHF in my September Milcom column.
