[Scan-DC] CAP Boom freq

293.600 has been used by NE SOCC CAP mission in the New England area for 
quite sometime. It has also been used here in the SE SOCC as recently as 
Superbowl 2005 in Jacksonville. This frequency has also been reported in the 
west as well, usage unknown. Bottom line 293.6 is a NORAD nationwide, with 
two out of three CONUS areas using it as a refueling tactical.
