[Scan-DC] Flooding in Alexandria

On the waterfront, at the foot of King Street. Manhole covers being
lifted Also, a call just went out for a car that was carried away on
Glebe Road at the intersection with Commonwealth Avenue. Update: that
intersection is full of cars "with their grills under water." Also, the
streets near the Braddock Road Metro are flooded.
