As for the color...  There was a program on PBS years ago (probably on Nova)
about camouflage...  They "hid" a tank on a ridge by putting white light
bulbs on it, and it was harder to see than an identical tank without lights.
During WWII, many Navy ships in the Pacific had big, bold stripes like a
zebra painted on their sides.  Very easy to see close up, very difficult to
see on the horizon.

A very low silhouette boat painted white, sitting on the horizon, may be
difficult to see against a bright sky...

Stealth boat docked tonight at the Navy pier in Chesapeake Beach.  You
can't really see it from the road is it hidden by a Landing Craft, but
if you go around to the charter boat docks you can get some good
pictures (as I did when it was coming in the channel).

As you can see, it has a pretty low profile. It is made of metal (thunk
sound when they dropped something on it) and is a catamaran as far as I
could tell. It's still out there tonight, but hidden by the LCM so most
people don't notice it.  The LCM is 74 feet so I think my earlier
estimate of 150 feet was a bit off.
