There are no notams in place for any sort of tower freq change and 257.8
MHz, which is a nationwide civilian tower freq, is definitely not part of
the 380-400 MHz band realignment. Hard to say why they aren't busy. Best
guess no military traffic into BWI that needs to use the UHF tower freq.
