[Scan-DC] Police Interoperability

Not that Im doubting anyone but if there is an FCC law that pertains to
800Mhz radios in Helos no one in NoVa pays attention to it. Fairfax County,
Medstar, Aircare, and USPP helos routinly come up on the various trunked
systems in NoVa for SAR and Medivacs.
