Thanks, folks, and especially Rick and Jordan; that was it, albeit with
a slightly less dramatic paintjob than in the attached link (
http://www.geocities.com/lucktam/awacs/p3aew.htm ). One of my
colleagues with USAF background had pointed me to an ex-USCG EC-130V,
but it didn't look quite right.   The stern mounted MAD  boom was the
deciding VID factor.
 
I'd be inclined to take a picture, but I'd prefer to complete my
noontime run in the locker room, not the Arlington County jail...

That is correct. The former US Customs Service is now part of DHS as US
Customs and Border Protection. (CBP). They have P-3 airframes with an
AWACS-style rotodome antenna. Their mission is typically counter drug
but could be taking on a more homeland intefrity mission.
