[Scan-DC] DHLS AIRCRAFT AT REAGAN NATIONAL

While running on the GW parkway south of National around today, spotted
2 Department of Homeland Security aircraft on the apron - both big 4
engine turboprop, same airframe, maybe C-130s, but one had an AWACS
style antenna on top, which sort of threw me off.  Navy P-3 style boom
at the rear of both a/c.  Anyone else see them and/or know for sure what
they are?
