[Scan-DC] "good sparkle" on 260.9

Around the 11:00am hour today, "6014" (an aircraft) and RENEGADE (unheard)
were active on 260.9. The aircraft said a couple of times he had "good
sparkle." Also heard mention of "re-energizing." What does this terminology
mean? Could this be testing of the new laser warning system around DC?
 
The aircraft later ID as 6041; not sure whether a miscommunication or a
different aircraft.
