[Scan-DC] 409.425 LTR

I don't know what your location is but there is rumored to be a
Smithsonian Institution LTR Passport site at the Paul E. Garber
Preservation, Restoration and Storage Facility in Suitland, Md.  I
don't know if the "Randolph" reference is consistent with that site
though.
