Folks, just a little update here, more as a follow up to Larry Van Horn's recent announcement; the 147.45 transmitter, as well as the HF transmitters at the Goddard Space Flight Center have, AFAIK, been used very little even just before the Columbia tragedy. I've been told that part of the issue lies with the tighter security issues after 9/11; some of the Goddard Amateur Radio Club's members aren't employees of NASA (often they are contractors), so the guards are reluctant to let them in during off hours.
I've been out of touch with them for some time now, so I'm not sure if the situation has been addressed - hopefully it has been, but no guarantees. I wouldn't count on 147.45 being reactivated, or any of the HF frequencies that used to do the shuttle retransmissions, but I'd be happy as punch to be proven wrong.
