[Scan-DC] Whose on 496.8375 ?

I've heard them called traffic.com & Traffic Pulse,
but yes, they're on this LTR system run by Champion
Communication in Silver Spring:

Other users include some kind of dispatch operation
that speaks only in Spanish.
