[Scan-DC] Whose on 496.8375 ?

During the last snowfall I was listening to activity which is unknown to me on 496.8375 MHz.
The FCC database shows a Private/Industrial service (service code YG) in Silver Spring with the callsign of
WIL736. After several hours of listening over several days, there were no vocal or morse code callsign ID's. 
However, the activity did not appear to be governmental in nature. Instead they seemed to be covering the 
major roads of Maryland and Virginia, on the lookout for traffic backups and accidents through visual 
observation from mobiles and aircraft who use designators such as Unit 86 and Air One.

Does anyone know who this might be? Is it a traffic reporting service for local radio and tv stations? Is it VDOT / MDOT?
