The only aircraft allowed inside the no-fly zone (12-15 NM from DCA, as
opposed to the ADIZ) are commercial (to DCA only), military,
law-enforcement, and medevac. Any Cessna lingering inside this zone would
have to fall under one of the above.

the outer triangle, the "no-fly" zone is the inner circle

One other possibility. Just had Idaho 17 a DEA fixed wing working w/Potomac
??????
There is another aircwaft (didn't get callsign) working right now (1438
local) with Potomac on 118.95 saying that he is flying a series of race
track patterns so that might be him.
