As I remember those are M.C.I. tags.  I think is not considered the STANDARD
to use them in incidents over I think 30. But my memory is going back 6
years.

Don't know about this jurisdiction, but back in the day when I did such 
things, Red Tagging someone at a mass casualty incident indicated highest 
priority while black tag was DOA.
