[Scan-DC] Correction ref Fetter 1

Hello everyone,

Fetter 1 is going to be a fixed wing out of W32. I assumed they were a helo 
since they were operating on Wash Helo Tower freq (120.750).  Now I have to 
figure out if they use any other frequencies.

I have been hearing a helicopter ID as "Fetter 1" on the Reagan Tower 
Helicopter frequency (120.750).   Seems like it patrols the beltway and is 
monitoring 
traffic.  Anyone know who it is associated with?  Thanks in advance.
