The trains will use the road and dispatch freqs for the line they are on,
this was the case

Subject: [Scan-DC] two circus trains near DC and Baltimore tomorrow
Two circus trains will be in or near DC tomorrow. One will be headed
north from Richmond going to New Jersey. The other will coming from the
west going to Baltimore. That second train may go through Mt. Airy and
Sykesville, or it may go through Gaithersburg, Silver Spring, and Laurel.
On the radio, they'll sound like all the other trains, but they are
something different.

Possible railroad frequencies:
160.800 Old Virginia Ave. tower south of Union Station to the bridge
across the Potomac River
161.550 RF&P road channel (Potomac River bridge to south of the
Richmond
Amtrak Station)
160.410 RF&P dispatcher
160.230 old B&O frequency, used by the train coming from the west
headed to Baltimore.
I don't know what frequencies are used by RBB&B.
