John, you didn't say whether you were using an external antenna, or whether you tried putting on the attenuator (if it has one).
It sounds very much like you're running into an overload problem. Most portables can't handle a big outdoor antenna, particularly if you live in an urban area (it sounds like you do). That's just too much RF for a small scanner to handle, and it's very likely that any other 'simple' scanner would have similar problems.
