There's a diagram under 'mobile mounts' that shows a RS Mag mount antenna and how to recut it for more efficient operation. I'm not sure it's the same one as what you've got there, but it will be a start.
As for other mobile antennas, there are several links on that page that will give you a good start; the Northwest page comparing numerous mobile antennas, the NilJon page (which would be my choice) and several other spots (including EHam) that have user comments on antennas.
