[Scan-DC] What's a 10-70?

Just heard a PD dispatcher on Montgomery County PD TG A5 advise all units to 
avoid Needlewood park, there is a 10-70 going on.  I've never heard them use 
that 10-code in Montgomery County.  Any ideas?

I know there's a managed deer hunt going on right now down there at Lake 
Needlewood, but I'd like to know the exact meaning of that 10-code.

BTW, the radio ops for this Park PD operation are on Park PD Tac TG 17008.
