[Scan-DC] Montgomery Fire on US Park channel

Since Chief 11 is part of the MCFRS River Rescue Team I suspect he has a 
USPP radio.  I heard him responding on 7G and offering to contact USPP 
direct, regarding dispatch of the Eagle.
