[Scan-DC] Frequency ID

I'm looking for an ID on frequency 154.10 with a PL tone of 114.8. It's 
being used for fire/EMS dispatch. I've been hearing it often but can't 
make an ID from the street names given during dispatches.
BWI Fire uses that freq with PL 123.0 and Caroline County uses it with 
PL 156.7, both of which I hear and have programmed. Other than those 
two, the freq is listed in the FCC database for Maryland for the city of 
Luke in Allegany County but street names don't match anything in that 
town/city. Considering the range I hear, it could just as easily be in 
VA, PA, DE or NJ. Unfortunately, no Morse callsign has been noted which 
would make it easy to arrive at an ID.
