[Scan-DC] Practice Scramble Underway

I am slow on getting this out but a little bit ago had SPIDERS (ND-ANG
F-16s) up on 138.0. They were doing a "Practice Scramble". They then
switched 228.9 to check in with HUNTRESS.

I think they are done now as the freqs are pretty quiet.
