[Scan-DC] inauguration ARC file

  Folks I managed to (fairly quickly) put together a ARC250 .mem file for the Inauguration. I included everything that is NOT encrypted.  The file is now available on our ARC250 page.
  Due to time constraints, I haven't proofed it as closely as I would normally. You are urged to use the newsletter and make any corrections and/or additions as necessary.
  For those who don't use ARC250, I will make available a csv version of this file.  It will be posted on the Washington DC forum at Radio Reference, and in the files area at the MD_Scan Yahoo group. This will be done this afternoon.
  Two additions that might be noteworthy concern MSP. On the Maryland forum, both 151.475 and 155.19 (barrack-barrack) have been noted being used as talkarounds. If you are downtown, it might pay to have these frequencies handy.
