[Scan-DC] DSS Monitoring on RS P96 for Newbie

I'm getting used to my new Radio Shack and I'm trying to monitor DSS 
frequencies.  Schoenberger.net has DSS listed as :

Department of State
  408.6000 [         ] Security; P25 digital
  409.6250 [151.4] Motor Pool
  411.4250 [151.4] Escort Operations

A four year old post has it here:

but I would guess things have changed.  I scanned the FedCom archive 
and not seen anything on DSS.

Does anyone have a .p96 file with DSS frequencies in it or is it easy 
to program on the keypad?  I'm a newbie / computer geek and am more 
comfortable with Win96 than the keypad.   If it is inappropriate to 
have this discussion in a public forum, please respond via Email.
