[Scan-DC] Customs Radio Trouble

All,

The Customs guys on 282.425 have been having radio trouble for the last 
couple of days.  I've heard them intermittently with test counts but mostly it 
sounds like a stuck mike on the freq.

I've had to lock out that freq on both scanners because the "stuck mike" was 
enough to hang up both scanners.

There has been some strange sounds on 165.2375 (PL 100) as well.  Doesn't 
sound like their normal encrypted bursts.

However, the Customs container inspection guys at Baltimore Harbor (165.4625) 
have been operating as normal.
