[Scan-DC] Montgomery Fire - 7 Oscar

Let us know the talk group, if you ever hear traffic on 7 Oscar--the talk 
group doesn't seem to be listed.
What does FDTA stand for?  Training Academy?  There are four other talk 
groups for that (17G - 17J).
