Gary,

   In addition to this list, I would also humbly suggest that you check out 
the Maryland and DC forums on www.radioreference.com .  There is quite a bit 
of information there and a more than a few people, myself included, who 
would be glad to help you out.  I also second(or third) the recomendation to 
buy win96; it really simplifies programming the scanner.
