   Ron, sometimes freqs in the 412 range are inputs to repeaters or 
systems  lower in freq.  The obvious one in our neck of the woods would be 
Ft.Meade; have you tried just plugging in the freqs to their UHF trunk, 
scanning conventionally, then holding on 412.9 on the other rx?  That would 
be the sure test.
   That's not the only possibility, of course; I think GSA uses that freq 
range, too...
