For what it's worth, any aircraft inside the inner circle here:

Are military, law enforcement, medevac, or commercial.
Airplanes inside the ADIZ but outside the inner circle may be general
aviation, but are definitely on a flight plan and are in communication with
Potomac Center. (If you want to fly from Gaithersburg to Frederick and back,
then you must file two flight plans...)
If the airplane is not in communication with center, then you will hear
other aircraft, usually military and/or law-enforcement, talking about the
first airplane...
