[Scan-DC] Huntress up on 260.9

In conversations with Huntress, the TIGER flight leader does not like the
responsiveness of the civilian air traffic controllers, complaining of  1.
being vectoring out of assigned airspace, 2. being treated with the same
priority of a civilian aircraft.  The flight leader says of the civilian
controllers "they don't understand its a fluid situation up here".
