[Scan-DC] Civair .. tonights frequency pairs

Jay, I don't think you can do what you're attempting. The same thing 
occurs at BWI at night. There is a single controller that monitors and 
transmits across all approach/departure frequencies. All approaching 
flights operate on the single freq that is appropriate for their 
arriving flight course. Since the approach controller is monitoring all 
freqs, he'll hear the aircraft no matter which freq it is on. And since 
the controller is transmitting on all freqs, the aircraft will hear the 
controller. There is just no way to match up the freqs by pairs during 
this type operation. The departure freq is usually constant for the 
night (but can change from night to night). The best way to know which 
departure freq is being used for a particular night is by listening to 
the Clearance Delivery controller when the departure freq is given. The 
bottom line is that you must key in on the aircraft transmissions. The 
problem arises because your scanner is usually stopping on the wrong 
freq when it detects the controller talking, rather than stopping only 
on the freq being used by the aircraft. This is just not a problem a 
scanner can overcome since there is no way to "open" several frequencies 
simultaneously. At BWI, the problem is compounded since another single 
ground operator also controls the Tower, Ground, and Clearance Delivery 
freqs at night during decreased operations. I suspect it's the same at 
DCA. The aircraft will use the appropriate freq but the single 
controller is transmitting and listening on all three simultaneously.
