[Scan-DC] Del.Fireboard freqs page

   It'll take a week or two for me to get everything squared away, but it's 
already looking really nice.  I'm always interested in new info on this 
subject; please post what you have!  Remember, we're looking for active 
freqs; please mention the county, and if it has a PL or DCS code associated 
with it, that's important information.
   The page will be hosted on the Capitol Hill Monitors website; I'll 
announce it when it's ready. No doubt I'll need a couple of versions to 
work the kinks out, but I think it'll be worth it.
