Larry (and all),
Yes, but that doesn't necessarily mean P-25.
Narrowband (2.5 kHz) analog audio can used.
The ruling also does not "force" the user to use
narrowband.
It only means the equipment must have the ability to
go to narrowband mode. It doesn't mean they have to
use it.
