[Scan-DC] Police cruisers

Well did you see the Lisc Plate. Did it have DC tags or Gov Tags. I remember
when I was in DC Alan had showed me a good thing about SS and there tags.
And it you are lucky and you know someone that has access to the NCIC
computer look up the plate and see who it belongs to.
