[Scan-DC] MPDC unit numbers

Joe,

MPD did away with the "Scout Car" numbering system back in 97 when the new
PSA (Public Service Areas) took effect.  Now, instead of scout car beats,
you now have PSA's.  In your example, 4043 is PSA 404, car 3.
