[Scan-DC] civil air callsign change

   Thanx for this Ron.  I've been working on the ARINC list on the airports 
page, and still hear 'Blue Ridge' callsigns (I've been recording some of 
them so I can review them later), so this must be a pretty recent 
change.  Was there a buyout?
