[Scan-DC] RINS testing

   There's some interesting stuff on RadioReference concerning some testing 
that's coming up on 866.0125 (ICALL).  Evidently Md. Emergency Management 
Agency will be testing this freq over the next month or so in the Baltimore 
county area.
