[Scan-DC] Shooting in Alexandria

The shooting occurred at Dale and Edison Streets, which is in Arlandria
(aka Chirilagua) behind the Birchmere. One male was shot in the groin.
Following a carjacking, the driver fled and bailed out. There's a
helicopter hovering overhead. K-9 and others are looking around West
Street, Patrick Street, and so forth, north of Old Town.
