[Scan-DC] Omaha 3 - no handheld radios

Around 1430 yesterday heard Omaha 1 relaying comms for Omaha 3 to Thor
on 282.425. 
 
Omaha 3 had intercepted a TOI and needed to leave their aircraft
(probably a UH-60) to interview the pilot of the intercepted and now
landed aircraft (a Longeasy.) Only problem was they didn't have any
handheld radios with them, only cellphones. Omaha 1 didn't want to give
Omaha 3's cell numbers over the air so he asked that Thor obtain them
from Crabshack instead.
 
Don't the BICE units usually carry handhelds? Seems like they should
have them rather than rely on commercial cellular service when
confronting on unknown aircraft.
