All,

In the late afternoon (1500-1600 EDT) heard Bison or Tyson 32 & 55 (I'm
leaning towards Tyson--Tyson's Corner???). They were working very closely with the
Potomac departure controller (124.0) performing orbits in the Dulles & Reagan
areas at altitudes from 500 to 1,000 ft.

The Potomac controller on 124.0 was working only with these two aircraft. All
other aircraft in the areas at that time were working with the normal Potomac
controllers (119.3/125.65)

Both aircraft RTB'd to Dulles at about the same time (1635 EDT). When they
departed the Potomac Controller said he would see them again in two days. So
whatever they are doing is obviously scheduled.

These may be the aircraft that the DOD inidcated would be used for aircraft
radar collection flights (see below):

" The Department of Defense will conduct a series of radar data collection
flights over the National Capital Region during the week of 12-16 July in
coordination with the Federal Aviation Administration.

The flights will involve low flying aircraft, a Cessna 206 and a Twin Otter
airplane flying along the Potomac River, and the greater Washington D.C.
metro area. The purpose of these flights is to obtain radar data from a
variety of aircraft in and around the National Capital Region. "
