[Scan-DC] Unknown Motorola TRS on 163.4500 (SYSID=8806)

Thanks!  I did not realize that they had 3 Offsets.  That explains why
my Pro96 was having problems last night.  

I did a SYSID search on radioreference.com last night and it only turn
up the Federal Law Enforcement Training Center System in Brunswick, GA

It's interesting that both systems have the same SYSID.  I've only seen
this on multi sited systems in the past.

BTW, they ID as Beltsville.
