[Scan-DC] Arlington PD/FD Channels and Status of Falls Church PD UHF

Reference Falls Church they no longer simulcast on 453.925. They primarily 
use their assigned talkgroup on the Arlingtob County system. They do have a 
talkgroup on the fairfax County system but that is a back up for them and 
they do not simulcast on it.
