[Scan-DC] MPDC talkgroup ID

[Ed Tobias]

SOD's alternate special events talk group appears to be correct.  (Thanks,
also, for the post noting that it appears in radioreference.com's database).

Most active TG, as of now, is CMD-2 (TG 16656).

A lot of action also on all of the US Capitol Police VHF freqs: 169.225,
165.5375, 170.175, 162.25, 162.6125.
