[Scan-DC] German Naval activity in the Bay

Actually there is quite a bit of traffic on the radio right now as a 
disabled 26 foot sailing vessel is in the channel and the Coast Guard 
is afraid the convoy might run them over.  Traffic on 156.800 and 
156.650.
