[Scan-DC] 365.25 as heard from Southern MD in "FM" mode

Folks,
I am off work for the next few days and was hoping to work some of these
freqs I have been working REAL TIME as opposed to recording on them.

On 365.25 lately I have been getting very good signals but very garbled
comms. It was just active around here and for the heck of it I started
playing with it in different modes.

I worked it in AM, FM-W, & FM. The signal was not understandable in AM,
barely understandable in FM-W, and perfectly understandable in "FM". It
turned out to be an Aircraft doing some photo work out at the PAX target
area. 

Hs any body ever seen anything like this? I know of the comms and system the
tends to use the WBFM freqs a lot but this type of intercept is a first for
me in this range. I am curious if others have seen this or is this something
else that is unique around a flight test environment. This has me retty
curious as to whether or not some of these other freqs I have been working
would possibly clean up in FM mode.

Currently this is really the only freq I suspect this on. It has been active
on/off for a few weeks now and has always been extremely garbled. I am going
to record it in FM mode for a few days and see what comes back.
