[Scan-DC] BWI Procedures

I haven't heard that done since just after 9/11 .. When you say same
procedures all I notice pilots do is make sure they have current info etc
but not a codeword like before.. the codeword is pointless anyway.. its not
like they couldnt monitor the freq beforehand and listen to what other
pilots say (Oops did i just give out an idea.. ohwell..)
