Yes, Scan-DC is "lightly" moderated.

If you have trouble posting, your message may end up in "purgatory."
Messages end up waiting for approval if they are not from an e-mail
address already receiving Scan-DC, include attachments including HTML,
or include certain text strings.

If the queue has any messages, I try to clear them each day.  The
problem is many messages in there are often tests or have been
over-taken (outdated) by other messages by the time I get to them.

Please keep in mind that QTH is read by more than 500 members (the
largest regional scanner list in this area by far).  Kindly be
thoughtful before posting test messages or one-liner responses.  QTH
has a test e-mail list for testing purposes:
