Hi all

I posted this for information I was trying to gather for a Wash Post
letter.  Unfortunately the email didn't make it thru the scan-dc list
serv for 2 days and is now somewhat OBE.   The letter ran in the
Saturday Wash Post

Interestingly what I said in the letter also showed up in the Pakistan
Daily Times (see Para 8)

Don't think this is off topic because scan-dc probably has some of the
most Mil flight procedures astute people of any group who are free to
talk without going thru a PAO.   I remember hearing an interview with a
NEAD's pilot a few days after 9/11 and being surprised with what he told
the reporter.   After the first FAA alert at 0840 they scrambled to and
got strapped in their interceptors but were not authorized to take-off
or even start their engines because of budget constraints.   Only after
the United Airlines Flight 175 did they get the OK to take-off.

Unfortunately I can not find any thing that document this.  The original
NORAD press release has been pulled and this rather sanitized version is
now all that's available.

Reason I'm asking is that during National Security Adviser Rice�s
testimony to the commission investigating the 9/11 attacks, she claimed
every government agency had been put on the highest alert and there was
no "silver bullet" that could have prevented the attacks.

I don't think NORAD was on the highest alert because if I remember
correctly during the Y2K celebrations they were flying CAP's and I think
the NORAD Cmdr had been delegated the authority to issue 'shoot them
down' orders.
