[Scan-DC] Incident or Exercise???

I'm visually observing a Helo (Silver & Blue in color, with external casualty pods both sides, but didn't get the tail#) making regular trips from American Legion Bridge,  towards Ballston area. It is overflying McLean at 150feet, and has made 4 round trips in the last 70-75 minutes since 1430EDT. At the bridge, the Helo drops below tree-top height for less than 2 mins, which must surely be too quick to make a pickup!)

(My condo is at 150 feet agl and I'm literally eye to eye with the pilot!)

I also see another Helo hovering for the last 30 mins somewhere just West of the 495/270 split.

Anyone hear anything... (Silver/Blue Helo Just flew NW direction to bridge again! 1552EDT)

Any radio observations??
